Dear colleagues

I am a beginner in Excel and I need a lot of guidance regarding my question. How could one result in a cell having as base 3 cells?

Example:

I have a product that between my state and another particular state happens a "FACT 1"

However, this same product that between my state and another state happens another "FACT 2".

That is, I must create a list of those states that happen this "FACT 1" and in case that State that is not there will happen another "FACT 2"

Like this:

A B C D

1 SP SP ATIVE

1 PE PB INACTIVE

1 PE RS ACTIVE

Like that

If A is 1, B is PE, C for SP = D will be ACTIVE!

If A is 1, B is PE, C for PB = D will be INACTIVE!

I do not know how to create this formula or an Array, could anyone help me?
